IAAM 2006: The imperialist reactionary character of the EU and the struggles of the peoples of Europe

A. The imperialistic and reactionary character of the E.U.

A great deal is said about the role of the E.U. both by the bourgeoisie and by revisionist parties in an attempt to persuade that the E.U. is not an imperialistic coalition with reactionary characteristics, but the defender of democracy, «Europe of the peoples», the response to the U.S. aggression, the «third pole» that will balance international relations, and the list goes on and on. In Greece, C.P.G. participates in the Euro elections, elects a Euro MP but ostentatiously is against the E.U. It never discusses leaving the E.U. but promotes the illusion of «struggling from within, against the consequences». Sinaspismos on the other hand is for the E.U. and doesn’t bother hiding its relations with the European social democracy; it participates in the European Social Forum and is in favor of «good globalization».

CPG(m-l) has opposed the E.E.C. and the E.U. right from the start. Not only was the party against Greece joining the E.E.C., denouncing the destructive impact that this choice of the bourgeoisie would have, but it has also never participated the Euro elections, constantly calling people to abstain and considering leaving the E.U. fundamental.

What is really the E.U.? It is a coalition of countries dominated by the imperialist countries of Europe, primarily Germany, France and England. It is a reactionary coalition for the benefit of the powerful imperialist countries. Its basic aim is the financial, political and military control of the European countries, at the expense both of the weaker countries and peoples and the peoples of the imperialist countries. As far as possible, these interests are promoted in countries outside the E.U. worldwide.

Within the E.U. the law of the strong applies. Reactionary measures are taken in order to rob the working class and the peoples. The wildest monetarism in economy which gives everything to the capital tends to transform work relations and the rights of working people into medieval models. The suffering receivers of all this are the working classes throughout Europe, the peasants of the weaker countries and the youth that faces a future of no perspectives.

Let us not speak about democracy! The E.U. has fully aligned with the U.S. in the issue of so-called «terrorism», since this is very convenient for the European imperialists. Using terror-laws and mechanisms of persecution and oppression, they mercilessly attack all fundamental democratic rights and liberties; they aim at deconstructing the people’s movement and every form of trade-unionist organization. Blair asked for 90 days of confinement without even having pressed charges, the members of the British parliament voted for 28 days, British undercover agents kidnap and interrogate Pakistanis in Greece, and finally the «anti-communist» memorandum even prohibits the communist ideology!

They know very well why they take these measures. Because it was not only the outcasts (the ‘bums’ as Sarcosie called them) of the French metropolis, but also the millions of the working youth throughout France that struggled and forced the government and Chirac to withdraw.

The E.U. and primarily Germany opened the issue of the partition of Yugoslavia, participated in the bombarding of Serbia and furthermore joined the destruction of the country (Kosovo, Montenegro). They participated in the first Gulf war (1991), along with the U.S., went to Afghanistan, they threaten Iran along with the US.

Overall, their policy is imperialistic both as E.U. and individually (the recent intervention of the French in the Ivory Coast was muffled by the press) from Latin America to Eastern Europe and from Africa to Asia. The fact that they cannot be compared to the U.S. is a whole different subject, however within the frame of inter- imperialist competition they fight for their portion. It depends on the co-relations and access whether this is done together (Yugoslavia) or individually with the U.S. (invasion and occupation of Iraq).

The European imperialists therefore use the E.U. in many ways. Of course there is no union in Europe and nor will be. In a theoretical level such union is out of the question since all local imperialism vehemently guards local domination and correspondingly acts abroad. But even in practice, life itself proves the theoretical background. The talk of «unification» is long forgotten now, since interests and competitions lead the French and the Germans on the one hand and the British on the other to different policies. This can be observed not just in the case of Iraq but in an array of countries that have offered themselves to the U.S. The least one could say about the unity of Europe is that it is a bad joke. The fact that it will be preserved for as long as possible is explained because the benefits for the powerful are many.

B. The French People blocking the European constitution

The reactionary revision of the constitution in Greece

The so-called Euro-constitution (an inter-state agreement) will have to wait for better conditions and the reason is mainly the opposition of the peoples and especially the «no» of the French that blocked it at this point.

The European constitution preserves the dominating relation of capitalists on the capital and work contradiction, at all levels. We are in fact living in medieval times as far as work is concerned.

The European constitution preserves the status of the powerful countries over the weaker ones. By abolishing veto and instituting marginal majorities of populations and countries, it deteriorates the status of the weaker countries since it is very well known how majorities are formed. The question is whether the powerful are in accordance.

On the one hand there is the French German axis, and on the other Britain and an array of countries especially those of the most recent expansion of membership. All this is done under the shade of the U.S., their political, military, financial, energy blackmails e.t.c. Britain demanded by putting a veto that only(!) defense, foreign policy and financial policy are left out of the regulations. As a result the E.U. lies fragmented and the potential of the U.S. through NATO is enormous. Fortunately, there is the Iraqi resistance and the dead end of the U.S. So, everything is dependent on inter-imperialist relations and competitions.

Let us not speak about the so-called «integration». There are several groups of countries and it all depends on the status of each one and the ability of the powerful to impose their terms.

In Greece, the revision of the constitution is in the direction of reaction and has mainly to do with deteriorating the position of the working people. They are trying to constitutionally legalize the attack against the working class and the youth. There are amendments that prevent working people from claiming their rights even in bourgeois courts of justice. Financial policies cannot be subverted. They have abolished the right to a permanent post in the broader public sector and they wish to institute this for the civil servants as well. They will constitutionally protect private universities (G.Papandreou opened the subject and ND jumped at the opportunity with their view on «non governmental universities»).

In other words, there is a head-on attack against the rights of the working people and the youth (the bargaining of the phone company and later of banks led the way), and the abolition of so far constitutionally protected rights. They may have arguments about issues such as the basic share-holder but they fully agree on anti-workers policies.

C. The anti-communist memorandum (and the head on attack of the capital).

Voting for the anti-communist memorandum shows the extent of reaction within the E.U. While internationally, the U.S. imperialism leads the way to war by invading the countries that do not submit, by blackmails, pressure, coups d’ etat, political assassinations, dozens of Guantanamos worldwide and in Europe, kidnaps and interrogations in secret prisons like Abu Graib, voting for the memorandum is of great significance both for the nature of the E.U. and the continuity of the attack by the capital. There goes the «democratic» Europe! This memorandum enables the prosecution and pursuit of yesterday’s, today’s and tomorrow’s communists. The «sensitive democrats» of Europe will prosecute even the communist ideology! Hitler and the fascists are nothing compared to this…

The authors of the memo are wrong to say that after WWII they «didn’t put the communists through trials along with the Nazis». In Greece for example they did, by the intervention of the British and then the U.S., they put them through trials, and they murdered them and sent them for years in exile with the help of their partners, the traitors. However, putting Stalin through trial and the Red Army that vanquished fascism and flew the Soviet flag on the 3rd Reichstag, was a bit difficult. That is why all those who looked forward to the defeat of the S.U., turning Hitler against it via the disgraceful Munich agreement, were disappointed. Stalingrad was the beginning of the end for the German fascist army. Who would they put to trial? Perhaps the 20-25 millions of Soviets who shed their blood to save humanity? Or perhaps the Red Army that managed in record time to cover the distance all the way from the Urals to the fascist slum, while the Americans and British intentionally delayed opening the Western front so that the German army could fight the Eastern? Or perhaps the communists who were the life and soul of resistance in every occupied country of Europe?

So the ostentatiously democratic Europe fully cooperates with Bush prosecuting all the resisting forces. The European Imperialists build their own Guandanamos and Abu Graibs. Please don’t have the impression, that the memorandum is targeting only communists. Of course, it is a fact that communists are the primary target; however the final aim includes the people’s movement, the people’s fight for work, peace, democracy, the people’s fight against oppression and exploitation.

Communists are condemned, because they fight against war, against the U.S. and every other kind of imperialism. They condemn them for showing their solidarity to the Iraqi people, Serbian people, Afghan people and Palestinian people. They condemn them because they demonstrate with the peoples against the occupation wars and support the peoples’ resistance, especially the Iraqi people. They condemn them because they fight for the friendship of peoples, for freedom and for independence; they fight against the U.S. and against their bases worldwide. They condemn them because they fight for the right to work, for the right to the 8-hour working day, for better working conditions, for social security, for medical cover. They condemn them because they fight to oppose the frontal attack of the capital against the working class, against the poor peasants, against youth. They condemn them because they deny the medieval working conditions, unemployment and hunger.

They are condemned by those who live in lavishness, who accumulated all the wealth, which has been produced shedding the working peoples’ sweat and blood. They are condemned by those, who murdered populations of large regions of the planet, including Europe lately. They are condemned because they fight for democratic and political rights. They are condemned, because they fight against the CIA and other secret services’ operations.

They are condemned by the U.S. and British, who feel free to kidnap and imprison innocent people without pressing charges, without evidence in the name of antiterrorism. In fact, the U.S.and British are the real terrorists against peoples and countries. CIA’s planes transfer prisoners from worldwide (seven flights from Greece have been reported), people are interrogated by the U.S. and British (more than 5.000 Pakistanis) just because their relatives live in Britain.

Geran Lindbland, the Swedish memorandum author (coming from the great Swedish «democracy») knows his subject well. However don’t believe him that «communism and socialism are dead». Don’t believe that «capitalism is a unique shockproof system». This shockproof system is totally unstable, capable of offering only war, hunger, death, unemployment and prosecutions. This system cannot instill any values or ideals to the youth except for the value of speculation at any cost. This system leads youth to unemployment, dead end, drugs, and degeneration. For this system, everything is tradable, including human body to human conscience.

It’s a fact that the defeat of socialism-communism lead to skepticism, relevant to the solutions, which can be offered by them. However, the imperialistic capitalistic system, forces people to the opposition against the rotten system of the exploitation and oppression. What Geran Lindbland and his patrons are afraid of, is the ghost that hovers over Europe since the era of Marx and is able to appear any time over the heads of the wealthy lords of Europe. They are afraid that what we saw in France in March and even last year will become a daily phenomenon in all countries and that in due time the youth and working movement will obtain characteristics that will offer prospects and that the masses will embrace the revolutionary direction, socialism and communism.

The authors of the memorandum know very well how rotten their system is and that it has no future. It is obvious that communist ideas alone can inspire the hearts and minds of the oppressed masses of the world. Communists (for communists will always be there no matter how hard you prosecute them) will acknowledge the mistakes and the reasons of the defeat and will theoretically and practically make new ways, so that turning back will be impossible.

The pursuers of communists should not forget that the deepest bourgeois revolution, the French Revolution in 1789 did not lead the conflict to the end and soon the Bourbons were dominant again, but the bourgeois class was finally the one who won and came into force.

Therefore if for a change like the one that referred to the conflict between feudalism and the bourgeoisie, that referred to the transformation of slaves to hired slaves, several centuries were needed, it is understandable that communism, which runs deeper to the abolition of ownership and exploitation, is something much more difficult. It hasn’t even been a century since the October Revolution, the first subversion and the first attempt to build the socialist communist society. This is historically a period too short to judge the theory and practice of communists.

The goal of the working class and of all the working people is so great that no memorandum will became an obstacle to promote the deep change «from the realm of necessity to the realm of freedom». And communists will lead this change. That is why they are the primary target of capitalists and their servants.
