DEVELOPING STRUGGLE DYNAMICS IN EUROPE AND OUR TASKS

As a general analysis.
The European Union, the union of monopolies, which was introduced as "community of welfare and next free community" to the masses of the people from its establishment, could not develop into an internal fact that it is accepted by the workers as it was alleged. After rejection of the European Constitution in France and Holland, the rest of members of the imperialist union panicked, and they had to lay aside the debates on the Constitution in a quiet way.
From this basic starting point:
The usurpation of the acquired rights in all the countries that compose the Union, is put into practice by means of the laws completely or partially as a general policy of central European Union countries.
German and France are continuing to be the motor force in European Union and the laws that are made in these countries are also accepted by the other member countries in the same way.
Every new member is a new Market for the European Monopolies. The new ten countries including Eastern European countries, the Balkans and Poland are such countries that look like an addition to European Union, that do not have any political weights and connect to the Union by the new slavery contracts.
The debate on the issue that whether Turkey will be accepted to the European Union is completely artificial. The economic effects of the European imperialist forces in Turkey are known. Since the issues of Turkey’s relations with the USA and how such relations will be concluded in the European Union process; how the migration flow from Turkey will be prevented and coming out of the demands of the European monopolies by the domestic regulations completely could not concluded, the so-called objections to the membership of Turkey is still continuing. The reason that the Kurdish and democracy questions were not solved by Turkey is only a piece of the game. The European imperialists do not occupy themselves with fundamental solves for democracy and Kurdish questions. We evaluate the accepting of Turkey to European Union as a new slavery contract and we oppose it.

FINAL SITUATION IN EUROPE

There is a visible activity in European countries recently. On the base of this activity, there are resistances of workers and students. It is obvious that economic and reform demands are giving soul to these movements. However, in point of coming into being and developing of revolutionary dynamics and rising it to a level wherein they aim at the system, it is important to draw conclusions from these resistances by watching them closely.
If we examine them closely:
In France, the students’ resistance left its mark on the agenda as the most important event in March. According to the declaration of the University Students’ Trade Union, in 59 of 84 universities in all over the country, the students boycotted.
In France, the social opposition is continuing to explode intermittently. In previous months the country-shaking rebellion of the migrant youth turned France to a fire place, it continued for days despite of all pressures; the migrants rebelled against racist pressures on themselves and economic problems. Since February, the students and workers have filled the streets. The activists did not only make peaceful activities, but also occupied the universities and schools and built barricades on the streets and fight with the police.
The main problem which united the university and high school students, professors and workers is the law called CPE that accepted by the French government on February 8th. The law is interested in the youth under 26 years old and the places that employ more than 20 workers. The law allowed the boss to fire the young employees under 26 years old, who worked for the first time, in 2 years without any reason. While the government defended that such law was made as prevention against the common unemployment in the country, these excuses did not convince the French people.
France is the country where the unemployment level is the highest in Western Europe. Especially, among the youth the unemployment is so common. In France, one out of four young is unemployed. This rate is increasing to 50% going towards poor districts. The situation, that is a reflection of general economic crisis, which the imperialist – capitalist system is in, leads to a very hard situation for French imperialism and so, as a solution, attacks against workers' rights are arranged.
Although French President Chirac declares that he supported French Prime Minister Villepin, it is apparent that the Prime Minister is not in a good situation. The Prime Minister, who was losing the public support, had to make a call for dialog to the activists after the huge activities on 16th March. The activities in France continued getting stronger. In France, a similar law had been accepted by the Assembly, but, after the resistance of students and workers, it had been abolished after 2 months. In France the youth realized this precedent again and they made the government withdraw the law.
Among the resistances in other countries against social destruction, collective agreement and unemployment:
in Germany, the resistance of the workers in the enterprises like Bosch, Daimler-Chrysler etc.
in Germany, the doctors’ resistance for improvement of working conditions;
in Italy, the resistance of the Melfi Fiat, Auto-Railway workers;
in Greece, mass demonstrations organized against reactionary government and general strikes organized to defend working rights;
in England, the demonstration held on March against increasing of the retirement age; 1,5 million people attended this demonstration. It has taken an important place that the teachers, who had not gone on strike since 1980, supported this demonstration.
In Europe, the revolutionary parties do not lead the process as a whole. It is an important problem of the process. But it can not be just an onlooker to these activities with the reforms-restricted effect of these movements developing in waves. Here what we must discuss is resistances against destruction policies arising from imperialist neo-liberal policies over the world and Europe. In this context: in Bolivia the resistances of the peasants for days; in Pakistan activities against privatization, in Philippines the Nestle and other resistances in leading of Kilusang Mayo Uno-KMU (Philippines 1 May Trade Union) and other progressive organizations; in Iran the activities and resistances of the Iranian bus drivers against attacks of the Islamic regime; in Palestine the activities of the workers against Separation Wall; in Brazil the peasant rebellion being organized against land lords; in USA the support coming from other groups of the community to the resistance starting against Migrant Law, reaction of the USA anti-war movements; in China the anger accumulation in the rural areas because of fast-growing neo-liberal economy, in Afghanistan and Iraq the continuing resistances against occupying forces; in Nepal the revolution waiting on the threshold are important resistance positions improving against imperialist neo-liberal policies. All of these developments must be discussed and evaluated in this axis. We can not leave out or ignore any of them.

OUR TASKS

The new world system, beginning in the 1990’s, and imperialist new occupations came with it; as a result of imperialist neo-liberal policy, privatizations beginning worldwide; the acceleration of social destruction policies all over the world and parallel to all of them developing mass resistances by growing in patches show that the wind is blowing in favor of the oppressed.
Also in Europe the social change will break off from the weakest point of the ring depending on the internal dynamics of each country. Depending on this general politic determination, in European Union countries, the aspect of supporting and uniting each of the general strikes and resistances against social destruction policies, usurpation of workers’ rights, attacks commenced against retirement and life assurances, privatizations and unemployment is still very weak. Although the aims of these resistances are the same, they are deprived of a general solidarity soul. It must be discussed how it will be inverted; and uniting them in the same position is facing to us as an important task.
We are facing the task of creating a strong anti-imperialist front in Europe. There is a task in front of us to strengthen the ILPS that forms an important front of this position and to provide new participations.
In the social destruction policy, the youth takes an important part. In education, the policy of that "the one who has money attends school" is the biggest problem of the youth. The applications like increasing of school fees and abolishing of the education assurance are gradually being widespread. Despite of this, of the students’ youth movement raises in patches and uniting them in a front is still weak. Lacking of supports from other countries to the student resistance continued for days in France is a result of the weakness of the relations between youth organizations. The task of gathering this potential, of uniting it around a collective democratic structure and of organizing strong solidarity and activities are standing opposite of us. ILPS Youth Committee is an alternative for the solution to this problem.
We must add the policies applied to the migrants in Europe to our list. For the next struggle it is important that the migrant organizations work together and act with solidarity.
